The Licensing Bill was finally approved last week and is expected to receive Royal Assent this month. The new legislation should come into force towards the end of next year. The Government (Department of Culture, Media and Sport) will now turn its attention to preparing detailed guidance on the new legislation, to help local authorities to formulate their own licensing policies. The Wine & Spirit Association has written to the new Licensing Minister, Richard Caborn, whose chief role is Minister of Sport, requesting a meeting to discuss areas of concern which remain for its members. Of particular interest is the effect the Bill will have on distance selling merchants and English and Welsh winemakers.
