Tesco and Morrisons face licence reviews in Scotland after a publican accused them of breaching the law with "irresponsible drinks promotions".

Jeff Ellis, of the Bear Tavern in Newburgh, Fife, said cheap prices in both supermarkets were a violation of the Licensing (Scotland) Act. Councillors on Fife licensing board have voted in favour of a hearing, which could ultimately mean Tesco in Cupar and Morrisons in Glenrothes lose their licences.

Ellis argues that the supermarkets breach four out of the five licensing objectives: prevention of crime and disorder, prevention of public nuisance, protection of children from harm, and improvement of public health.

He told reporters: "The problem is supermarkets are routinely selling alcohol cheaper than I can buy at wholesale price."

The Wine & Spirit Trade Association has dismissed Ellis's claims that supermarket promotions break the law.
